ID of 20 Cash Guangxu [solved]

Hello

.259 oz  weight

28.1 mm circumference 

1.5 mm thickness

I am trying to classify this coin and the closest I can find is this:

20 Cash - Guangxu (With minting authority; brass) - Empire of China – Numista

Yet the circumference is not the same and the character in the middle on the obverse is close but not just like the Yunnan mint. 

I am inclined to say this is a counterfeit.

 What say all of Ye?
