Possibly a token of the Hull Steam Fishing and Ice Company, operating from Hull and Billingsgate, late 1800's UK.

It was a market token.

It agrees the initials are Hull Steam Fishing and Ice Company - and mentions
the cross design may be from the 'red cross' fleet.
