How does Kosovo and Montenegro get Euros?

I read somewhere (it escapes my mind at the moment, I will add it here later if I remember) that Kosovo and Montenegro unofficially use Euros. However, if they unofficially use them, this means that the EU does not directly give Euro banknotes and coins to them. Therefore, my question is this - how do they get Euro currency?
It can get Euros through exports, donations or transfers.

In these Balkan states, currency has always been circulating in parallel -in German currency. Like the dollar, it is sacred in some South American states / I mean Salvador and the like /

Many people work or earn illegally in Germany -Many people work or earn illegally in Germany , also tourists pay only in Euros. In Montenegro, companies pay people in euros.
Imagine a wild economy usually from hand to mouth and it is easier for this pseudo-democracy and they have it connected , Bosnia and Herzegovina is also circulating the euro in parallel there .
Well, I can't write anything about Kosovo -because I would have committed a crime , this is a chapter in itself .

Countries like panama and Zimbabwe literally flew in tons of paper money and coins. Apparently you could find Sacajawea dollars which mostly bombed in the US in plenty these two countries. I’m not sure how true that is

​Panama????? Tons of paper money? Panama issued paper money only once in all its history , and it circulated only 7 days.
