a CR can be rejected, but the reason (in my opinion) should be given, either in the line "rejected" or in a PM (private message).
As you might have noticed I make quite a lot of documentations, and to have them just rejected like here, does not please me. When you reject it is already the case that you have to write a comment.
It seems in this case the person just added a single symbol such as (_) or (*) in the text field in order not to write a comment.

So that referee doesn't follow the established the rules. Who will pull his ears?
I had entries rejected by the same referee, not for coins but for banknotes. In my case the comment was " I can't do it like this"...whatever that means.
