1) It is double-sided but in different colors.
2) It is on a thick starchy paper unlike any other banknote I've held.
3) The country's name is "Paragu".

This is interesting. Not many banknotes are printed the same on both front and back. I got these Australia Warner Bros notes back in 2004 when we visited Queensland. These notes were legal tender then and they are also printed the same, front and back.
It looks to be an exonumia piece of a Paraguayan note, perhaps as play money or a demonstration piece. The things that stand out most to me are the English “NON-NEGOTIABLE” and that Paraguay was cut off as “PARAGU”.
