You're right (just). The Bolivarian Republic was proclaimed on the 30th of December 1999, which is why all 1999 coins are from the Republic and only in 2000 did Bolivarian Republic appear.

This is what I can find on Wikipedia + SC:

First Republic / American Confederation (1811-1813) - for some early notes not yet on Numista
Republic (1830-1864)
- State (1830-1856) - although coins also say republic
- Republic (1856-1864)
- José Antonio Páez (1861-1863) - for these coins
United States (1864-1953)
Fourth Republic (1953-1999)
Bolivarian Republic (1999-date)

Are there any issues before 1811 and between 1812-1843? Otherwise we don't need to add rulers for this period.

Well, that actually doesn't quite match your list at all... Also, where did 1st. 2nd, 3rd Republic come from?
Agreed. I think some work has been done since I posted that list in May and it may not reflect what was used on the coins at all times. The 1st, 2nd and 3rd are simply enumerations of the different republics.
