Venezuela p1?

Hi, Venezuela p1 and p3 doesn't seem to exist, however I only checked maybe four sites and googled for p1. The first notes seem to be p2 and p4. What can those be? :°

Sometimes numbers are reserved for an issue expected to exist, or should be part of an issued family. Perhaps these expected issues have just never materialized?

P#2 and P#4 are for 2 reales and 1 peso. The next series has 1, 2 and 4 reales and 1 peso, suggesting that Pick assumed the 1 and 4 reales should exist for the first series, only to later find they didn't.
