Not sure if this is correct, but can the following issuer be added for Mexico?

United Mexican States (1905-date)

Mexico is awkward. We need the Spanish monarchs until 1821. Probably the best list to use after that is

Iturbide, 1821-1823
Republic, 1823-1905
Maximiliano, 1864-1867
United States, 1905-

However, it's only on coins that Estado Unidos Mexicanos began being used in 1905. According to http://www.archontology.org/nations/mex/01_polity.php, it was used elsewhere much earlier.
Former Numista referee for banknotes from Ireland, Northern Ireland, Scotland, Wales and Saint Helena.
The Spanish monarchs can be copied from Spain rulers:

House of Habsburg
Charles I (1535-1555)
Philip II (1556-1598)
Philip III (1598-1621)
Philip IV (1621-1665)
Charles II (1665-1700)

House of Bourbon
Philip V (1700-1746)
Louis I (1724)
Ferdinand VI (1746-1759)
Charles III (1759-1788)
Charles IV (1788-1808)
Ferdinand VII (1808-1821)
Referee for Spain, Iberia (ancient), Suebi Kingdom and Visigothic Kingdom
Thank you all for the lists
These are added
