This coin ( https://en.numista.com/catalogue/pieces862.html ) is made of copper-plated steel. What has likely happened is that moisture reached the steel core and caused it to oxidize resulting in this bubbling of the copper plating. It's intriguing damage to look at (rarely this extensive!), but it's worth 1p.
