Flase 1d 'Tails', Obverse housing

I've never some across anything like this before, a false tails backing and edge for an old 1d coin, presumably a magic trick, dated 1921 and fits snugly on a penny, can anyone shed some light on this please?

Thanks, so it seems like someone has gouged out the 1921 coin for this, it does look like it has been lathed, a very good job though, seems a lot of bother to go to for a 1d coin.
