Hello,
These coins get some scratches and the small tunisian gets some holes on reverse, but they are old.
Are they "Fine" or "Very Fine"

Personally, I would say fine. For instance, I would want to see a bit more hair detail on the Kings before I would jump to VF. The Tunisia coin could probably pass as a VF.

The Edwardian is the only one close to VF. The Tunisian coin looks cleaned, and even if not, looks too worn to be VF, especially on the privy marks. I'd compare it to an UNC version of the coin to get an idea.
