1922 British penny 22 or 27 reverse?

I have found this coin in rough condition which is making it difficult to see clearly. Is there a way I can clean it up without damaging it? In some angles looks like it has some features of the 27 reverse but the buildup and damage is making it hard to be sure.

Are you able to count the border teeth? The scarce reverse has 181.
