When I buy at the bank a roll of 2 euros Monaco 2019 it sells me 50 euros ... when you buy a roll of 2 euros "rising sun" at the bank of Latvia you sell it at what price ?

These guys are not interested in collection. Only MONEY drives them. Of course, in the Bank of Latvia You can buy roll for 50 euros. In this case, ALL coins were bought untill 12:00 (during 4 hours all coins were sold). Huge amounts were bought by reselling speculants and this is the result. 2 eur commemorative You will never get for nominal price, now it will be at least two times higher. Same story with Monaco, San Marino, Andorra and Vatican commemorative coins. Nothing personal, just their business...
Every single coin on the world should meet its collector!

Of course no problem I can swap Latvia roll for example to Monaco 2013 CC "Admission to UN" (issue price was the same,right).
And tell me please why I can't to buy "Grace Kelly" for issue price? :)

I didnt want to attack you, but I dont understand why coins of 2 euros intended for the current circulation can be worth more than 2 euros ?
Concerning the 2 euros Grace Kelly, she is in BU quality (even if the coin is badly struck), its issue price was 110 euros!
Why did she so much rise in price?
Because of the theme, because it was the first commemorative of Monaco, because there were only 20,001 copies, because everyone wanted it and that many still search today ...... that's why you'll never find it at the issue price ... it's a special case.
