Unknown coin [solved]

Another item gone unattributed for many years. This coin exhibits the following diagnostics:

D.- 15mm
W.- 1.03 grams
Metal- Copper or bronze

Obverse inscription:
___ROLV___MPE.
Obverse design:
Bust with triangular pointed cap and halo above facing forward. Noted at the shoulders of the bust are two slanted decorated lapels. In the field At bust left 'S', at bust right 'A' both with decorative flourishes above each letter that resemble the Greek letter Ω.

Reverse inscription: None visible
Reverse design: Double headed eagle with crown above and wings and tail-feathers splayed.
The letters are my best guess but all are open to revision.
