I believe that this coin exhibits 'shelf' doubling also known as 'machine doubling'. It occurs when the hammer die shifts laterally just after the relief is raised, giving the doubling a shelf-like appearance. The book 'The Error Coin Encyclopedia' by Margolis explains this error in more detail and how to determine the difference between it and a true 'double die' error. There may be some on-line sites that address this issue too...
