What is the date on this envelope?

Received this envelope today from Romania, but cannot work out the counterstamp date.

It reads 2008 19 12, which seems to me to be 19th December 2008. This interpretation of mine cannot be correct, surely.
The town is Gherla
Postcode 405300

Jeez, I am nuts. It's 20 August 2019. But not sure why this 12 was added. Maybe hours?

Sorry for my previous answer. It has to be ​August 12, 2019.
Not sure why they did it in that format though.

The 12 is the time of day
20 = day
08 = month
19 = year
12 = time
so was stamped at 12 noon on 20th of August 2019
- then if it was stamped an hour later it would be 20 08 19 13
and so on. A similar number system was used in China.
