They are both coins of one of the three sons of Constantine 1st; the first one is a GLORIA EXERCITVS type; the second one is a SECVRITAS REIPVBLICAE type, and probably of Constans 1st.

You are right, the SECVRITAS REIPVBLICAE type with the winged Victory doesn't exist before the Valentinian emperors; and we can read D N VALEN-S P F AVG on Solstafir's coin (I had seemed to read "CONSTAN-S P F AVG").
For the first one I would guess on Constantine Junior (II) looking at the portrait. The mintmark and full legend are sadly impossible to read so I think there is no way to fully identify it.

You can not determine the emperor by his portrait, for the constantinian era.
But the wreath on the standard doesn't exist on the coins of Constantine 2nd;
it is the privilege of the Aquilea mint, and only for Constantius and Constans.
If it shows Constantius 2nd, it is RIC#26, and if shows Constans 1st, it is RIC#27.
Well the portraits of the Constantinian dynasty did differ. The exception are Constans and Constantius II who really nearly looked the same on their coins. But I think youre right about this one, I couldnt find this wreath banner for Constantine Junior.
