Is this ancient coin too far gone?

I had this coin soaking in distilled water for over 4 months now and did some scrubbing tonight. Is this metal that I am seeing? Is there any way of saving this coin and IDing it?

You might try electrolysis. The coin is in such bad shape already I don't think there's much risk of damaging it further, and if you're lucky it might remove the encrustations enough to read it better. Instructions for electrolysis are available many places on the internet, for example
