The text on it reminds me of Ethiopian and Armenian. The French motifs could indicate colonial north Africa.

​I was struggling with the text as well. I have no idea how to decipher it. What about the motifs are French?

was the royal arms of France before the revolution

Nothing on the edge of the medal? its trying to look old but its seems to be from somewhere in the mid 20th century.
french medals usually have some markingson the edge
