I recently recieved a note with Yasser Arafat. This is a real note, not a fantasy. What note is it?

This European banknote, issued in 2010, shows a painting on the back.
The artist's work may have been viewed more frequently on the back of North American note.

I think both notes are still current, the North American note had similar, earlier versions.
