Up to you to agree on swap terms with your partner but indeed when he has no swaps or bad ratings you should ask him to send first.

Si c'est un grand plaisir d'être reconnu par ses amis, c'est peut-être encore plus flatteur d'être reconnu par ses adversaires.
Be yourself; everyone else is already taken.
Thank you pejounet for taking the time and responding. So it's an unwritten rule rather than official policy. I only ask because I have asked a member with two ratings to send first. He/she, quite rightly, replied with the question ' Where can I read that policy, please? referring to sending first.
As pejounet rightly says, there is no official swapping policy as such. Numista provides the facility for members to use, but the details of the swap should be agreed by both members, and if one or the other does not agree then you should cancel the swap and move on.
Just because you can't see it ... doesn't mean it isn't there - Anon.
I think it is all about a bit of common sense and building up a reputation. If you've built up dozens of succesfull swaps, you'll most obviously not screw someone up for a few coins in a swap. While the new member will still have to build up his/her reputation little by little.
The only times that a swap didn't happen after asking the other side to send first was when I already had doubts about their intentions (very fast agreement on swap, agreement on very uneven value, even asking me to send first). So let's hope your swap partner can understand the reason for you to ask to send first, otherwise it might be a first red flag!
Happy swapping :)

No new swaps for the moment, still too many half-ongoing swaps to clean up!
It's not really official policy but it is recommended to ask new members without or with just a few ratings to send first to avoid scams. I sent first when I was new and if I was in your position I'd also ask the new member to send first or postpone the swap until he gathers enough good ratings.
I collect and deal in ancient Roman coin. In case you're looking for affordable ancient coins or need any help with the coins you already have send me a message.
I am relatively new here and had no problem sending first to establish myself as a trustworthy member. If someone doesn't understand that, I wouldn't want to swap with them anyway.
When I first started on Numista I didn't have a problem sending first although I don't think it was an issue with my early trade partners. When I moved to Thailand from the USA I was willing to send first because I wasn't sure how the postal service was here. I've had about a dozen swaps with almost that many countries with no problems. As others alluded, new people should work to establish their trustworthiness. Lucky for me its pretty cheap to send registered mail from here so all of my trade partners get a tracking number.

Basically this.
I've been requested to send first by some members who have hundreds of positive reviews, which I don't mind doing because of said 100s of positive reviews- conversely a new member I've got a swap on the road with offered to send me my coin first because of his lack of ratings.
