Cyprus 5 Mils , Error Coin ?

hello .
As you can see , is this coin an error ? the actual size is 5.6 grams and this one is 5.1 grams .
And the actual diameter is 26mm and this one is 25mm

So my question is , is this really an obvious error coin?
