The second portrait looks much like Domitian (81-96) or may be his father Vespasian (69-79) or brother Titus (79-81). If so, it's probably a Roman provincial bronze coin.

I was thinking of something like RPC 277 on
this Wildwinds page (3 examples), but it's not a match since yours is 23 mm while RPC 277 is 19-20 mm. May be if you scroll down you'll find it.
