it first needs to be fully identified and its mintage/rarity assessed;
if there is a healthy community of Latvian token collectors, and if this one is rare, then it could be worth somewhat more, but I'd be very surprised if it was anything above 20€.

The Riga coat of arms was surrounded by the Russian two headed eagle, like in your token, when Russia controlled the area. Latvia won independence in 1920 and the eagles were replaced with a pair of lions in 1923, so this token is probably older than that.
