  The design on your second image looks like the Toughra to me. So I entered that in the Search on here, and of the findings there are four countries that have it on their coins - Afghanistan, Egypt, Indian princely states, Turkey. Looks an imitation as it appears to be brass, but has rust spots. The one I found has the same wavy border on both sides. Welcome to the site.  

 Now I combined the Numista images alongside yours there are a number of differences; but if it was meant as an imitation then perhaps it is was as near as they could get. I rotated your images a bit to make them the same way as the first ones, for ease of comparison. Could be another coin of course.

You have to see the year of the coin...in your case i guess it's year of reign 27, wich does not exist, so it's a fake.
