Hi, probably the mintage has not been confirmed and is unknown.
Another possibility is that the coin may not have been confirmed to be minted by the mint.

There is no entry for a 2000 25 cent piece in the Krause catalog (2015 edition) or the Schön catalog (2018 edition of the 1901-2000 catalog).
