Madagascar 20 Ariary 1994 (KM 24.1)

I have a 20 Ariary from Madagascar, issued in 1994. According to the NGC World price guide, it is KM 24.1: https://www.ngccoin.com/price-guide/world/madagascar-20-ariary-km-24.1-1994-cuid-1133666-duid-1443198

There is a KM 24.2 listed for 1999 in Numista: https://en.numista.com/catalogue/pieces1860.html

Should the 1994 issue be listed on that page as KM 24.1 rather than as a new page of its own? I'm not sure what the difference is between 24.1 and 24.2.

KM# 24.1 and 24.2 have different last words in the text at the bottom of side showing a tractor. Krause lists them as Motto B and Motto C. So the different page numbers are correct (both have Numista pages)

Is there a page detailing when a .1 / .2 difference in KM number gets a new page, and when it is simply listed in the year for a given coin?
