Help with identification... Algeria? 1800? Large, brass

This one has me stumped, and any help is appreciated.
The coin is 34.8 mm in diameter, and weighs 9.74 grams.
Composition is brass.
Figures indicating date do not appear as traditional Islamic figures, thus remain a mystery to me.
It appears similar in design to...

I can be wrong, but it looks like one of those propaganda medals struck by the French in 1857 to commemorate the 10th anniversary of the capitulation of rebel leader Abd-El-Kader, deliberately intended to look like contemporary circulating Budju coins:

There are several variants, some with Aramaic lettering, which may explain the strange inscriptions:
