How can you tell the difference between 1 penny 1797 UK and 2 pence 1797 Australia? Also, why the same coins (diameter, weight) is 1p in UK and 2p in Australia?

in my knowledge Australia didn't ever have a twopence coin. If they ever did then you would see the 1 sign on the penny and two for twopence I guess.

In the comments it says that a proclamation of 1800 let some coins into circulation in Australia, at an inflated value; hence the reason why a Cartwheel penny is listed as an Australian 2 pence. It also says in the date lines that having a different number of wreath leaves is how one can differentiate, but I'm not sure about that.
From what I remember there was a bit of debate about whether they should be included in the Aussie catalogue. Since they are just the UK 1 penny coin with no counterstamps or marks to denote otherwise, there's no way to tell which ones were used in Aussie.
