Is this a bug?? (Adding a TAG remains the COMMENT be changed too!) [solved]

I'm not sure if this is a bug.

But when I add TAG(s) the existing COMMENT will be marked as changed too.
WHY??

I only add the two TAG's and didn't change anything at the COMMENTS (en)!

In that set there are more where the COMMENT are markes as changed too.
