  What is the stone behind the lady's chair, on the right? Looks like the ten commandments?
  Also what do the Lions on the armrests mean? or for that mater the torch and the winged hat.

So I'm looking at my 5 Francs from 1987 (same design) and the tablet in the reverse I think is the French Constitution. It's illegible. The winged hat represents commerce and I think the torch represents peace. The lions may represent power or strength.
