That someone on Numista instead of swapping propose only to sell and to buy coins?
I have the impression that the guy is a merchant not a collector

Depends on the context. If it is intentionally just buying coins and then selling, then the guy shouldn´t be in Numista.
I do sell coins I have and occassionally buy coins (but not from this site, or... any, in that case) because 99% of the time swapping wouldn´t help me in any way.

I don't see any negative side of buying coins,and selling them later,here are the reasons,example:
I collect myself coins from various countries,and having different fellows doing so,at a flea market i find 7x British West African coins,XF,at a low price(for 4+ years never got a single BWA coin,means it must be somewhat rare)
So,I got them all,knowing a friend or a sitemate may like them too,with the clear idea I really wish to keep one and get rid of the rest(may it be with some $1-$2-$3 profit)
Another example,me and another Numista member(s) got in touch,finding out we'll be at same place,same time,having 10 or 30 minutes to spend hobby..so one of is have what the other don't,and we can exchange what we miss for (some amount of money,coins,banknotes,etc goods),and both sides to enjoy the short meet and chat.
Third variation of the case,I go to say it Kazakhstan on a worktrip ,and I have enough space in luggage to get extra coins,that I won't keep,but may other felows will buy ,saying,"wow,that made my day"
I agree with i_gestov,
a collector may from time to time sell/buy coins, but if someone don't collect (or at least this is what can be deduced by the information that s(h) provides) and just ask to buy/sell also in bulk
