with a choice = All / no coin / 0 or 1 coin / up to 1 coin

On the first photo you see countries i miss thanks to that list i can easy navigate to check what i miss.
I would like to have the same list for issuers. Right now there are options
from which I have coins - shows countries from which i have coins
from which I don't have any coins - shows countries i still missing.
all - show all countries from i have or dont have coins also show the list of issuers that i dont have.

Is it possible to add a line showing Issuers from which i dont have any coins.
