Some other candidates could be the holed 5 and 10 Reichspfennig coins issued for the occupied territories, and various zinc/aluminium/steel wartime and occupation issues from Denmark, Netherlands, Belgium, France, etc.
But those Jewish Ghetto tokens are certainly a strong contender for top spot. They seem to be at least mildly scarce, kinda like the holed occupation coins mentioned earlier, and even though they're technically tokens, I think given their extraordinary background I'd make an exception for them in my collection.
