this coins is considered non-circolating
but it was minted in 7.800.000 pieces, and I have one that seems to have circulated

Silver coin in 1971 in Germany?
If it was made for collectors but it circulated to a little extent, i'd say it's a non-circulating issue.
I think these were issued at face value, but targeted collectors so they hardly circulated if at all. But I would name them something different than NCLT's, for which the nominal value has hardly any meaning.

After all it is relevant to know whether these coins were issued at face value, as it increases the chance that they saw some circulation. But at the same time they are not circulating commemoratives.

So what should we call them instead?

The standard circulating West German 5 mark (with the eagle) (https://en.numista.com/catalogue/pieces1933.html) was .625 silver until 1974. Those certainly circulated. Why not this one, with a mintage of 8 million?
