The two coins seem to be a proof issue and a circulation issue. Neither make the other fake.

In the year 1957, India coinage system has changed. So, I thought 1958 coin may be fake.

​You are correct; the first generation of post-independence Indian coinage minted in the first decade after the end of British Raj, was dimensionally the same as the last generation of colonial-era, pre-1947 coins. The Indian rupee was decimalised in 1957, and the coin type you cite seems to have ended production in 1954.

I can't find any evidence for a 1958 Rupee coin, so I suspect it might be an altered date coin, or fantasy of some sort.

99% its a fake coin. 1% it can be genuine if it's an exception.

 

The design on obverse side seized to exist from 1957, after the Indian currency started following the decimal system. This design belongs to the Anna Series.
