I'm curious as to why the Papal States are not listed under Vatican City instead of being listed with the Italian States under Italy.

​It probably has to do with them being listed under 'Italian States' in Krause and other catalogues rather than with Vatican City.

I also used to think it would be more convenient to have them there, but 'Papal States' is also a very different entity from the Vatican, despite obvious similarities as well. The Papal States had existed for about a thousand years until their 1870 annexation by Italy, whereas the Vatican was effectively created by the Lateran Treaty in 1929 as a microstate enclaved by Italy.

I find the history of Europe and its micro-nations/states highly interesting from Andorra to Lietchenstein ​ to Monaco.

I see it more like there were these Papal states that were controlled by the Papacy for over a thousand years. They were then conquered and their holdings were eventually reduced to a tiny city state, again controlled by the Papacy. In my opinion the Papal states and the Vatican relate to each other more than the current design.

The Vatican City is internationally recognised as an independent state since its creation in 1929.

 

Papal Nuncios are the Holy See's equivilant to Ambassadors.
