I'm not a pro in grading banknotes, rather the opposite, but I'd say that's around a VG grade. Especially considering the stiky tape.

If you just want to grade a single note, then you should look for an "Authorized Dealer" in your area:

In the case of the note you have shown, I doubt it would be worth having it slabbed.
