How does the hole and off centeredness affect the value? (Ignore the incorrect "Portugal")

Still an interesting coin!
You're not wrong, this is a Portugal coin, from the time D. João VI ruled both Brazil and Portugal from Brazil; between his departure from Portugal and his return to Portugal shortly before our independence. I have one of these (worn).

Despite the hole this is a nice coin! The hole is a negative point but we can look as a coin with personality!
There are better grades (see image) but I like yours :)

​Exactly, putting the hole aside it's a very nice coin (with some minting error, certainly because of the manual/hammered mintage), and the one I got is special to me because it's related to our country's history.
Mine is a nice one, but worn in the middle of the obverse, making near impossible to see the date, there's only a brighter copper where the last numbers were supposed to be.

By the way, today I got another coin from this time - a Brazil 20 Réis 1813 (https://en.numista.com/catalogue/pieces23432.html), from the time D. João VI was called João Prince Regent.
