another unidentified coin

I received this as a gift many yrs ago but have been unable to identify it.

I believe the year is 1203, and the backwards-looking "3" on at the left side of the third line down on the reverse indicates that it is the 4th year of the Sultan who acceded to the throne in 1203, which would be Selim III.  The Toughra is consistent with Selim III on the obverse.
