Is it safe to say that this one is EF/XF?

I'd give it a VF, maybe with a small +, but IMO it's not an XF. There's a lot of flaked surface on this coin, also the general wear is a little to high for an XF note.

VF+ it is, I agree with the abundance of corrosion which I did not notice before.
