This is similar to the Bhutan 1/2 deb coins (KM#3 or KM#7.1) from the early 1800's, which is just across the border from India and the coins were made by both sides at times, I understand. They were very poorly and inconsistently made, making identification difficult. I think that's the right area, though.
It doesn't look like a Bhutanese half deb, more likly an Islamic coin. Could be mogul or princley states but that is beyond my caapacity. Try www.zeno.ru they should know.
