I'd say this is an AE3 of Arcadius struck around 395-401. I'm not able to read the mintmark in exergue on reverse to get the exact RIC reference. Have a look at RIC X for reference of your coin.

Obverse - D N ARCADIVS P F AVG, Bust of Arcadius, right, diademed, draped, cuirassed.
Reverse - VIRTVS EXERCITI, Emperor standing, holding spear and leaning on shield, crowned by Victory.
