That has to be one of the plainest coins I've seen before.
There are a number of coins like that were obviously minted on the cheap and in a hurry (Gabon comes to mind, as does the Belgium 2 franc issued in 1943 by the Allied occupation).
As to plain coins that nonetheless have some sort of design, I find Costa Rica and Yugoslavia to be terribly boring (no offense meant to anyone who lives in those areas).
This concern for bareness which reinforces the subject is found on Slovenian coins like this great Long-eared owl, so small in the immensity of the night, or this stylized evocation, minimalist, like a counterpoint to the exuberant gigantism of the Cave of Postojna.
