Could you ask the people who claim to have the 1996 KM#121 coin if they are sure that is is nickel clad steel? I guess they are all pure steel.

Even Krause says they are both Stainless steel. And I am not sure how one could recognize nickel clad steel from pure steel. Is it even possible?

You are right, it's not very easy to distinguish it. But I think there are some small differences between nickel and steel. Nickel is a bit more yellow and steel is more grey, steel is harder so often the relief on the coin is lower. Nickel also has a different lustre, especially when it is worn.
