Franklin Mint Matte vs Special Uncirculated Differences

I got following coin:

on Numista and NGC site it is said to be Matte finish. My coin came in red cardboard holder that states "Uncirculated Specimen". I thought that Uncirculated Specimen is same as Special Uncirculated term on Numista and 1978FM (U) designation on NGC.

Does anyone can point me to a picture that show difference between Franklin Mint Matte vs Special Uncirculated coin?

Here is the coin in holder. It looks pretty matte to me, but holder states it is a Uncirculated Speciment coin:

I yet to find FM Matte holder. If Matte is really Uncirculated Specimen then the question is what is FM Special Uncirculated type and does it come in the holder.
