Help with date please - Colombia 5 Centavos 193? (5)

Found this in my collection today. Colombia 5 Centavos cant figure out the date. Is it overpunched?

It could be 1935/24 if so I would like to swap for it. I only collect 1935 or its equivalent date so this is one of the coins I've been looking for. I give it a value at the most $30 USD, that is the most I'll be willing to swap for in equivalent value

​I dont see any distortion on the 3?

the Distortion doesn't necessary have to be under the three or on the three. Think of it as a die that was pressed on to a previous coin.

OK, how would I determine what it is?

​Right now I just really want to figure out the date. I will get to the value after. If it does turn out to be the 35/24 I will keep you posted. I appreciate you time. Hopefully someone can answer the date question.
