I bought this coin for $15.00 and I believe it would grade FINE and the value would be $30.00
If the grade was VERY FINE the value would be $250.00

Yeah, resolution is not great but I'd agree with your own grade of FINE.

I agree with fine. Beard is rough but that is acceptable on high points.

easily f-vf in my opinion, the beard and the hair in this coin type isn't very detailed even in high grades, I don't think that the value jumps that high in this grade though.

In US/sheldon terms, (which that guide is based on) it would easily make VF20 or higher.
In European terms, I'd probably grade it nVF or slightly higher if it was mine.
