Kenya 40 shillings 2003, Why two date lines ?

On Kenya 20 shillings 2003 Km 33 It has two date lines. One unknown and one 2003. The coin has 1963-2003 on it. Is the unknown because of the two dates on the coin, 40 years of independence. Then did someone add the year 2003 . Or is there a coin with no dates at all

That is probably wrong, I will contact Dato about this, and merge those years if wrong.
