Looks like a gouge...post mint damage, I think.

That was my first thought, like someone tried drilling a hole but the edges are smooth and no scratches in or around the hole.

Maybe a little bubble when they made the planchet that was popped when it was struck?

I don't see any issues with the obverse side. Just the reverse.
